Default Problems with my 12a powered VW Beetle

I recently purchased a 1968 Beetle with a 12a rotary from a 1985 rx7. The rotary has a 4 barrel Holley carb and an edelbrock intake manifold. When I first bought the car, the engine would turn over well, but wouldnt start. Now, after rebuilding the carburetor, the engine is still only turning over... I have tested the ignition coils, distributor, and spark plugs and they are all getting power and should be working fine. I'm new to rotary engines, but I've always been told that all an engine needs to start is air, fuel, and spark! If anyone can help me out, I would be much obliged!

Of course!

UPDATE earlier today, I was testing the spark plugs themselves by pulling them out, grounding them to the engine, and cranking it over. When I was testing a plug, the engine started! This is the first time the engine has started, and it seems weird that it did so with 1 spark plug pulled out... what's up with that
