Atkins Thermal Pellet

So I am getting ready to finish the front shaft and bolt and wanted to make sure I am doing this right. I dropped the oil pellet and spring into the front shaft as shown in the pictures. Tightened the bolt down (not to 180 ft/lbs yet!) and then removed the bolt. The oil pellet stayed stuck down in the shaft - NOT like in the picture. Don't know if it was caught on the internal threads or what. Came out OK and I haven't been able to duplicate it again. Am I installing it correctly? Should I chamfer the edges a little so it wont catch on the threads? And if it stays down that far in the shaft later will it be a problem?
One other quick one. Red loctite on the bolt threads? A lot or just a drop or two?

Thank you for the replies. What amount of torque do you recommend and why? How much loctite do i apply to the bolt? One bead along the length of the threads?

No loctite, just a thin smear of silicone on the washer where it meets the front pulley/hub.
I torque to 40-50lb and never have a problem. This is on early style engines. I understand the FD style engines require a higher torque due to the pull-style clutch.
