Keeps Blowing Fuses

ok i am helping a coworker /w her 93 eagle vision tsi her heater and ac dont work. i seen a bad fuse and replaced it. ac and all worked fine than it blew again whats the deal? i am thinking relay what do yall think?

you have to figure exactly when the fuse blows, is it with the a/c on or off.
You really have only a few reasons. 1 bad blower motor,2. blower motor resistor pack,3. A/c compressor clutch.
It may be a relay, but not likely. Usually whatever the realy is turning on will cause the short.
If the fuse blows while the a/c is on, disconnect the connector at the compressor, if that stops the fuse from blowing then you know the problem. If it has nothing to do with the a/c on only heat, try checking it out at each fan speed and see if one particular speed causes the fuse to pop.
If it's any speed but high, then it's the resistor pack. If it's high spped than it's the high speed relay.
