The guy was pretty dead-set against renting anyone the track that would try and cover his losses by charging admission to participants.
He must make cash hand-over-fist on the weekends out there.

Did yu ask them about some type of "patial rental" ? the are clubs around the area that hold events there, but the grounds are not 100% theirs. Usually they split the day. For example there is one event called "waterfest" a VW/audi show. It's a 2 day show with racing, however the track is still open to the public as far as spectators and/or racers. They just set up one area for the show, and have certain times set up for them to race.
