Picture's Resized Stay The Same File Size?!?!

Whenever I drag my Photo's from my 3.2mp digi-cam they are obviously a bit large and less crisp. It's on it's "normal" setting so it's nothing crazy, but I always resize it to about 40% of it's size in Microsoft Paint real quick and then name them.
For some reason, even after becoming 40% smaller, they are still staying pretty large, file-wise, like 600k when the photo is only 5x5"!
Anyone know why my PC would choose to do it? And how I can threaten it not to do it anymore?

you could index the color and make it a gif
im thinkin that paint doesnt take the dpi down along with the image size
get a copy of photoshop and reduce the dpi
if you are storing the pics as bmp files they will be big regardless because bmp doesnt store lots of colors and gradients well

I know that makes sense in a way BUT:
Before I got my new PC, I used the same camera, same photo size, and the same program (Paint) to simply take it from wallpaper size to something like my sig picture or so, and it would greatly reduce the file size since it's smaller, regardless of dpi/quality changes.
I do the same now, new pc, but same camera and really, same paint program, and the file size stays large even if it's the size of 2 avatars!

dont use paint. there is a program you can use to resize pictures by just right clicking the file:

Found out what's going on:
If I resize a picture (DSN0032) and then save OVER the original (cause i don't need the huge original size copy) it stays 500-600kb.
If I take a picture (DSN0032) and resize it again, but make it a new name (like I sometimes do, like what it actually is) it go's to 45-60kb like it should.
Odd? Yes, stupid? Sure. Oh well...
