If you want to learn how to do real video editing (not just capturing off your camera, adding some text and compiling it) then you will need some good video editing software, Final cut pro and Adobe premiere are industry standards. Anything you want to do, you can do... only your creativity is your limit. I use a bit of premiere but most in the newest release of ulead media studio (which might I add is a great program). Also you'll want adobe after effects, for some of those cool things you cant quite do with the standard video editor.
Then you want to get lots of footage... and I mean hours and hours, then you want to read a bunch of tutorials, books, etc..
take that footage and what you just learned and dive in. Soon enough, hours and hours, and days and days will be missing from your life as you create cool videos
the more you make, the better you get. A lot has to do with your camera angles and lighting. So make sure you read up on that too.
Standard rule of thumb, for every hour of film, you use 15 seconds.
If you just want to add text ... windows movie maker. :-p
