They won't scrap your car, they will just add a tax on that increases with every year of age. The older your car gets, the more expensive the tax.

Whoever came up with the idea for that program belongs in a sewer as a permanent resident.

not as a resident. as a janitor that also lives in a hole in teh concrete at the bottom of the sewer and has to clean up corn infested feces all day long.
