I know it says "rotary car owners," but do people go even if they don't have rotaries, just to be around the cars?
...or am I just weird...

So, the answer is yes you could show up with a non-rotary car. You would just have to park in a different area and would not be allowed to run it down the dragstrip.

Umm...you would be paying for the hotel. It was a decision we had to make, either raise the entrance fee (significantly) or let people try and split rooms. We have deals on two hotels, one is $45/night and the other is $50/night. The $50/night one has an indoor pool/spa.
Try the "News" page on the website, the phone numbers/addresses of the hotels are there, but our deal runs out on the 25th of this month.
