196 is the ultimate, and usually cd quality if not better. 128 is the average though. I generally do this, line the up by quality, then from 128 and above see what the common length of the song is, the one closest to the average will be the one that doesnt cut off early or start late in the song, i HATE that.

Yeah they are right
128 is cassette quality
196 is CD quality, if you go any higher then that it is pretty much pointless unless you plan on hooking your computer up to a home theater since if you download a high quality song to a CD you still only get cd quality sound ( DUH ) but used more space on your disk.
Also make sure it is .Mp3 or .WAV Don't mess with any other files. Check the persons banwidth also. Don't download from people with dial-up. Their connection might cut off before you are done downloading

the best way to judge is look under the ranking of "ETA" which tells you approx. how long it should take to download from that person.
and yea definnitely stick t .mp3 or .wav, mainly focus on .mp3 tho, wav's tend to be "home recorded" like taking a mic and putting it to a speaker ya know?. if you download a wav aand want to burn it to a cd download the program "Nero Burning Rom" it converts wav's to mp3's and burns them to cd automatically, very good program.
