all brakes squeal, it's just a question of wether or not it's audible by the human ear.
stop squeak **** sprayed on the backing plate of the pads can help dampen the vibrations and thus change the frequency of the squeal. When I worked at a muffler/brake shop (CarX) back in the day we had some customers that always had squeals with all brand new perfectly installed and lubed stuff.

I worked at Toyota MMK where your mom's Camry was made. Those brakes can squeal right off the final assembly line to the marshalling yard. Some will, some won't, its crazy mang!
The plastic things were prolly not anti-squeal shims...

Put some stop squeal **** on the friction surface. Put some anti-seize on the backing and it should be good to go.

The stuff we use is a BG product. I think its graphite based. You let it soak into the pad and it helps alot. I also take pads with sharp edges and chamfer them on the bench grinder....I don't get any squealing comebacks so I must be doing something right.

I had no idea this was such a phenomenon.
