Rotary Starlet

i have a '81 kp61 toyota starlet. i'm debating on wether to put a 4ag from my ae86 or a 12a or 13b. to make things difficult, i live in So.Cal. and i want to make it smog legal. since the car is carbed, would it be easier to swap in a 12a or would i be better off with a 13b. i know here in So.Cal. that to make an "engine change" legal that the engine must be the same year or newer with all the smog equipment installed and fucntioning and passed by a referree station. but i'm not sure if i can use a different make engine. has anyone done this? any input would be appreciated.

It has been done before I am sure of. Try searching on www.ausrotary.com
If it were me, I would do a 13b from a 2nd gen. Just seeing a rotar powered starlet would tickle my fancy. What do starlets look like?

first id find out if it needs to be from same make/model car.
