Definately an electronic boost controller. I really like the APex'i AVC-R. just make sure you unplug the stock boost controllers and get some 33ohm resistrors from radio shack to hook up to the plugs so you don't get any engine error codes.

First, feel free to hit that little "Caps Lock" button on your keyboard. Second, the stock system does have a boost contoller in the form of a wastegate solenoid. If you want to effect a change in max boost, the easiest way of doing so is to change the pill size in the wg line, or add a bleeder valve in its place. Both will allow you to change your max boost.
Did you do the non-seq switch yourself? Somebody obviously forgot to put something back together properly if you're only getting 7psi. First place you should check is the wg actuator. Chances are someone put a line on there with no restrictor pill in it.
Lastly, when listing your relevant mods like you did, feel free to leave out the BOV. Your car came with two of them stock, so I think we know you have one.
