Idle bounces, new AT to MT swap

I just completed an AT to MT swap on my 93 I also removed the AWS (accelerated warmup system) and air pump. I've read everything I can find on the swap and think I've covered all the bases. I used a 13bREW engine, as the original was shot. The car started right up and seems to run fine but the idle bounces from 1000-2600 continuously (cold or hot engine) and even a slight touch of throttle sends the RPMs to 4000. I've set the TPS (throttle position sensor) and it's dead on now. The idle air bleed screw is closed (didn't make any difference when I opened it either). Even unplugged the ISC (Idle speed controller) and the idle bounces! Any ideas?

stock or aftermaket ecu.. check for leaks

Power FC, have the "simplified vacuum system" with new silicone vacuum hoses and all are zip tied. I think I found the high rev "sticking" problem. I need a new throttle cable. But that doesn't change the idle bounce.
