What would Cause this?

My Idle is Messed Up. It revs up and down Unless The lights are on or the Heater or something that takes power. Is it Bad Grounds or What? See Video. I Have the TPS adjusted Properly using the light Method. Help Is appriciated.

Have you cleaned out your throttle body?

1. See if it will throw any error codes. Link & Manual04A
2. Then go over the entire engine bay, look for poor/disconected connections(most of mine needed cleaning after 19+ yrs), clean/grease them, and check for vacuum leaks(very common for leaks to surface in cooler weather).
3. Check the throttle body. Make sure the cold start thermowax isn't interfering.
3. Try to check/set the timing. pg 35 of Manual05
Random thoughts...
This is an S4 with an egr valve right? It might be stuck or the diaphragm shot. Most ppl just block it off regardless. What condition is the BAC valve in? What kind of maintenance has your 7 gotten? Air/fuel filters needing replacement? Loose belts? Your radiator shroud is off only while you're working on it, right?
If anyone else can think of something that might work, plz chime in!
We have an RX-7 in the emergency room with idle problems! Prep the tools and degreaser, stat!

It isn't Doing it now and is running fine. I Charged the Battery. No I didn't clean the Throttle Body, tho I should. Ill Check For the Error Codes. Thanks For the links. I have No idea What condition the Bac valve is in. It looks Fine By looking at it. How Do I tell If its Bad or whatever? I Just Bought the Car and the owner Got the Engine Rebuilt 40,000 Miles ago. (I got The papers). It Has Been Sitting in Their Driveway since 2004 and Hasn't been touched. Have No Idea The Maitnence It Had but seems kept up. It even has the Stock Floor mats, And such. Yes the Fan shroud is off due to working on it. It will go back on. I just Put new fuel lines and fuel filter on it. New gas and oil. Will do radiator flush tomorrow.

I tried that and the ohms didn't change when I turned the screw so i did the light method. I have the diagram of what the ohms should be.
