Yet I can turn the engine over usuing the eshaft pulley so its not carbon locked.

Is it the dreaded starter wiring issue?

Oh, I should note that it makes ZERO noise from the starter when trying to start, and I have not yet checked the voltage.

There was zero noise. I tested the starter off the car by applying direct voltage to it and it spun up and the solenoid works also so, its wiring it looks like.

i had the exact same problem for a while. I would hold in the clutch and roll the car with my foot, then pop it in gear at 1/2 a mph...not enough to do much more than spin the engine, but it would unstick the starter...fixed it permanently (so far) but beating the ***** out of the starter with a rubber mallet
