If I remove them to clean them, can I do it without removing the upper manifold or whatever?

Make sure it is your 6 ports that are stuck and not the actuators. Mine were stuck. I hit the local wrecking yard and grabbed a few extras.
A good soaking of penetrating lube should free it.

Can I use S4 actuators in a 89?
I never see S5 cars in junkyards.
