Bac Valve Question

1988 TII. When the car is hot & the ignition is on, the BAC valve sounds like a little motor running.
1. Is the valve faulty?
2. Is the valve out of adjustment?
3. Is this normal?
The car will NOT start when it is hot. It just cranks & cranks. The car starts and runs just fine if you let it cool down.
I have done the following:
Hooked up tester to check for codes. The ECU flashes NO codes.
Adjusted TPS (Voltage Method)
Installed switch to operate fuel pump relay. The same problem occurs if you turn it off with the key, or let it die from fuel starvation.
Adjusted BAC valve per manual.
Adjusted Variable Resistor per manual.
All new vacuum lines & twice verified line routing.
New NGK plugs
New plug wires
New Fuel Filter
New Air Filter
Injectors professionally cleaned, flow & leak tested.
I don't know what else to do. Please HELP!!!!
