Atomatic Trannsmission Control Unit?

Some one is selling this on ebay here (http://cgi.aol.ebay.com/ebaymotors/ws/eBayISAPI.dll?ViewItem&item=2411433567&category=6763) If this is messed up will it cause my tranny not to shift into 2nd gear? If this is messed up will it cause my tranny not to shift into 2nd gear? The tranny is fine thourgh first and when it is supposed to shift to 2nd it kind of drifts like in not shift then it will go into third if i put it in to 2 on the gear selector you can accelerate and it dosent do nothing would that relay cause that?
