88 Rx7 GXL Cranks wont Start HELP

Hey there guys, new to this site. But I heard its the best for rotary questions.
So I have an 1988 Rx7 GXL Cranks wont start. Just got the motor back From atkins rotary who just rebuilt it for me. I have an aftermarket fuel presure regulator whith a gauge, So I know I have enough pressure and fuel flow.Tested it with a HEI spark Tester and have plenty of spark. Have timed it over and over again. Hooked up a code blinker and no codes present. Not sure where to go from here. Any help with be greatly apprciated.
(also starts sometimes but dies right away when I put a bit of ATF in the housing)

When you pull the plugs out, is there fuel on them? Asking because having fuel pressure to the injectors doesn't always mean they are opening properly. Kinda a long shot.
There seems to be mixed opinions on Atkins rebuilds... you may want to give it a compression check and see if it was put together properly? Again, a long shot, but I figure anything you check can't hurt anything .

Fuel pressure is 65 psi at KOEO with check wire shorted to energize system, 35psi when cranking. MAF sensor and all other sensors are hooked up correctly and working along with all my plug wires. Cranks easliy enough and sounds like it will almost start up. Floods out if you give it gas. Thanks for input so far, keep it coming.
