Naturally Aspirated 13b/12a Based Pp Motor?

Say i take and have jeff bruce or another out source build 4 rotor parts.
have to 13b engines slapped together and peripheral ported.have a machinist build thin side plates and jeff bruce build the eshaft.
there is a guy ive talked to from new zealand that said he has tamed pp 13b's to 1k rpms.
i would use a 13bt front housing. 13b NA motors and rotors.have things clearanced.will be carb'd.and maybe electromotive timing system.
what kind of fuel pressure regulator would i have to use?
would a regular electric carb fuel pump work?
would i have to cut signal on the rpm and speedo or would it be fine as normal?
what kind of horsepower do you think i could make at 8k rpms?
i know one company are claiming 682hp at 9k rpms.
any advice on this would be good.
this will be a yr or so project so dont think im trying to accomplish this tomorrow.
p.s. this will be a weekend only car.not an everyday street beater, so im aware of the gas mileage.oh yeah it would be going into a third gen.
